حذف کنکور یا آب در هاون کوبیدن

در روزهای اخیر خبر حذف کنکور و قریب‌الوقوع بودن آن از طرف مسئولان عالی وزارت علوم، تحقیقات و فناوری و وزارت آموزش‌وپرورش رسانه‌ای شد. خبرهایی با عناوینی همانند خداحافظ کنکور، یا «جذب دانشجور در 85درصد ظرفیت دانشگاه‌ها بدون کنکور  و با عملکرد دوره‌ی تحصیلی متوسطه.

شعار حذف کنکور تا جایی که نگارنده در جریان آن است به سال 1384 و آغاز دولت نهم برمی‌گردد. در پاییز سال 1384 در سازمان سنجش کشور کارگروهی برای تحقق حذف کنکور، یکی از شعارهای انتخاباتی رئیس‌جمهور وقت تشکیل شد. نگارنده در آن جلسات به‌عنوان یکی از مدیران وزارت آموزش‌وپرورش، شرکت داشتم. موضع نگارنده این بود که حذف کنکور شعاری عملی نمی‌باشد و برای کاهش اضطراب داوطلب به روش‌های دیگری باید متوسل شد. پس از مدتی بحث در ستاد مذکور، دوستان به‌جای اندیشیدن به پیشنهادات اینجانب، به تغییر نماینده‌ی وزارت آموزش‌وپرورش متوسل شدند.

سماجت در حذف کنکور به تصویب قانونی در مجلس شورای اسلامی در سال 1386 منجر شد که مقرر داشت از سال 1390 کنکور حذف شود. نگارنده در آن زمان یادداشتی در روزنامه‌ی همشهری با عنوان «حذف کنکور: تلاشی نافرجام» در بهمن 1391، عملی نبودن اجرای سیاست حذف کنکور را گوشزد نمودم. اکنون پس از 13 سال -از سال 1384- کماکان شاهد آن تلاش برای حذف کنکور هستیم.

اکنون در دی 1397 با تصمیم جدید و با همکاری وزارتین علوم، تحقیقات و فناوری و آموزش‌وپرورش، پرچم قریب‌الوقوع بودن حذف کنکور با شعار خداحافظ کنکور، برافراشته شد. نگارنده مجددا یادآور می‌شود، حذف کنکور، شعاری دور از دسترس و غیرعملی است. تا تابستان 98 صبر پیشه می‌کنیم، تا ببینیم چه اتفاقی خواهد افتاد. پیش‌بینی نگارنده آن است که اختصاص 85درصد صندلی‌های دانشگاه به داوطلبان بر اساس عملکرد تحصیلی دوره‌ی متوسطه و بدون کنکور اثری بر اصل اجرای کنکور در سال‌های آتی نخواهد داشت. در این زمینه توجه به نکات ذیل شایان توجه است:

1- 15درصد صندلی‌های دانشگاه با کنکور تعیین تکلیف خواهد شد. این آمار نشان می‌دهد به‌تقریب بخش قابل ملاحظه‌ای از ظرفیت دانشگاه‌های دولتی کشور –قریب یکصدهزار ظرفیت- به‌ویژه در رشته‌های پرداوطلب، میدان رقابت باقی خواهد ماند. داوطلبان مطلع می‌شوند ‌که رشته‌های پرطرفدار همانند پزشکی، دندانپزشکی، داروسازی، مهندسی برق، مکانیک، کامپیوتر، حقوق و روان‌شناسی کماکان در دانشگاه‌های دولتی محل رقابت خواهند بود. لذا تصمیم جدید، اثر چندانی بر کاهش اضطراب داوطلب نخواهد داشت. یادآوری این نکته ضروری است که در سال 1384 یکی از دلایل پایه در روی‌آوری به شعار حذف کنکور، افزایش اضطراب داوطلبان و مهار آن بوده است.

2- با تداوم اجرای آزمون سراسری کنکور برای 15درصد ظرفیت دانشگاه‌ها، پیش‌بینی می‌شود جمعیت کل داوطلب در آزمون سراسری ورودی سال بعد -1398- تغییر چندانی نخواهد داشت. تا انجام ثبت‌نام و اجرای آزمون باید صبر پیشه کرد.

3- از رونق فعالیت موسسات آموزشی کنکور چیزی کاسته نخواهد شد. وزارت آموزش‌وپرورش و وزارت علوم، تحقیقات و فناوری یکی از دلایل اجرای سیاست حذف کنکور را مبارزه با برنامه‌ی آموزشی موسسات کنکور می‌دانند. به گمان آن‌ها این موسسات همان مافیای کنکورند که با حذف کنکور از میدان به در خواهند شد.

مشخص نیست چرا مسئولان به جای توجه به نقش اصل کنکور و فعالیت موسسات کنکور در پاره‌ای از مشکلات اساسی نظام آموزشی کشور، چرا به جایگاه سایر مولفه‌های سیاستی آموزش‌وپرورش در پدیدآیی این وضع توجه ندارند. در این زمینه، نکاتی به اختصار بیان می‌شود.

1- چرا کنکور و اجرای آن ضرورتی گریزناپذیر تلقی نمی‌شود و در عوض،‌ محتوای آزمون به محتوایی ناوابسته به کتب درسی مربوط نمی‌شود. این یک سئوال کلیدی است که چرا سئوالات آزمون باید از محتوای کتب درسی باشد؟

2- چرا کتب درسی از تعریفی جزم‌اندیشانه برخوردار است و نظام اهداف و محتوای کتب درسی از انعطاف برخوردار نمی‌باشد. نگاه به کتب درسی به‌منزله‌ی کتابی مقدس، ریشه‌ی خیلی از مشکلات می‌باشد؟

دور از انتظار نیست با تغییر نگرش به کتاب درسی و محتوا، و همچنین اجرای آزمون کنکور با محتوای ناوابسته به کتاب درسی و سیاست‌هایی دیگر، شاهد باشیم، موسسات کنکور به‌منزله‌ی واقعیتی در جامعه و بازار کار و سرمایه، به فعالیتی فرهنگی و آموزشی همراستا با نظام آموزشی، بپردازند.
