استیضاح وزرای چهل‌ساله‌ی آموزش‌و پرورش؛ به بهانه‌ی تعرض به دانش‌آموزان دبیرستانی در غرب تهران

خبر تعرض جنسی نفرت‌انگیز یکی از کارکنان مدرسه‌ای غیردولتی در منطقه‌ی دو تهران به فراخور غیرانسانی بودن آن در رأس اخبار روزهای اخیر رسانه‌های داخلی و خارجی قرار گرفت. مسئولان آموزش و پرورش و دستگاه قضا برای بررسی و تنبیه مجرم و مقصرین آن وارد میدان شدند. چندی بعد با اعلام خبر یا خبرهایی از طرف وزارت آموزش و پرورش و دستگاه قضایی، شرح تنبیه متعرض و مقصرین برای التیام درد خانواده‌های قربانی و افکار عمومی، قصه‌ای دیگر از قصه‌های غم‌انگیز، پایان می‌یابد. پرونده بسته می‌شود ولی جامعه‌ای نگران می‌ماند؛ ریشه‌ها نشکافته، رها می‌شود؛ انتظارها قریب‌والوقوع می‌ماند تا پرونده‌ای و قصه‌ای غم‌انگیز دیگر.

سئوال اساسی درباره‌ی ریشه‌ی این قبیل مشکلات این است که وزارت آموزش و پرورش در مدارس برای پیشگیری از وقوع این دسته از آسیب‌ها، به اقدام ویژه و سازمان‌یافته‌ی آموزشی، مبادرت نکرده است. واقعیت تلخ این است که با مفروض تابوبودن آموزش جنسی در مدارس، در راه آموزش در موضوعات آموزش جنسی متنوع و مختلف، در وزارت آموزش‌وپرورش و مدارس انسداد عمیق حاصل شده است. آموزش جنسی در مدارس، موضوعات مختلفی را دربرمی‌گیرد که آموزش محافظت از حریم جنسی شخصی یکی از این موارد است، که با مفروض نانوشته‌ی تابودانستن آن، آموزش آن به حاشیه رانده می‌شود. همین یک سال قبل بود مشاجره‌ی سیاسی و جنجالی در موضوع آموزش 2030، یکی از محورهای اصلی مخالفت با اجرای سند 2030 در ایران، بحث آموزش جنسی بود. کدام یک از مخالفان 2030 که میدان‌دار بحث در رسانه‌ی ملی بودند، اعلام کردند و یا اکنون حاضرند اعلام کنند که آموزش دانش‌اموزان برای محافظت از حریم جنسی شخصی، ضروری است و در این چهل سال از این حیث در مدارس کوتاهی شده است.

متاسفانه مخالفان 2030 که صاحبان تریبون رسانه‌ای هستند، هنوز ساکتند و موضعی در قبال امر آموزش جنسی که ضروری سلامت است را دنبال نمی‌کنند. بنده به‌عنوان مطلع از مسائل آموزش‌وپرورش اعلام می‌کنم هر بار که بحث یکی از محورهای آموزش جنسی مطرح شد، با جنجال رسانه‌ای، آموزش‌وپرورش پا پس کشید و مدارس کشور را در این زمینه تنها گذاشت. در شرح ذیل محورهایی از آموزش جنسی را که وزارت آموزش‌وپرورش با ترس از نزدیکی به تابو، عملکردی غیرقابل قبول دارد، اعلام می‌کنم.

1ـ آموزش هویت جنسی: مشترکات و افتراقات دخترانه و پسرانه، به تناسب درک خردسال، کودک و نوجوان با رویه‌ای تحولی و رشدی ضروری است که در مقاطع تحصیلی به دانش‌آموزان آموزش داده شود. این آموزش دارای مختصات فرهنگی است و در طی این چهل سال انتظار می‌رفت روش‌ها و بسته‌های آموزشی متعددی در وزارت آموزش و پرورش برای بکارگیری در اختیار مدارس قرار می‌گرفت؛ که چنین نشده است. گام اول در این زمینه، جرأت تصمیم‌گیری آموزش‌وپرورش در این زمینه است که فاقد آن بوده‌ایم.

2ـ آموزش محافظت از حریم جنسی شخصی: دانش‌اموزان ضروری است که از حریم شخصی جنسی اطلاع حاصل نمایند و برای دفاع از حریم شخصی خویش واجد اطلاعات و مهارتهایی باشد. لازم است در برنامه‌ی آموزش خانواده، به اعضای خانواده در این زمینه اطلاعات و مهارت‌های خاص، داده شود. کادر مدرسه از همه مدیر، مشاور، مربی تربیتی و معلم هر یک به فراخور وظیفه آموزشگاهی ضروری است واجد دانش و مهارت‌هایی باشند. وزارت آموزش‌وپرورش ضروری است که کادر مدرسه، اولیا و دانش‌آموزان با تهیه بسته‌های متنوع مورد پشتیبانی قرار دهد. عملکرد چهل‌ساله‌ی وزارت آموزش‌وپرورش در این زمینه نیز سیاستی اجتنابی و ترس از نزدیکی به تابو بوده است. اگر از وزارت آموزش‌وپرورش خواسته شود، بسته‌های آموزشی تدارک‌شده برای آموزش محافظت از حریم جنسی شخصی را که برای کادر مدرسه، اولیا و دانش‌آموزان تهیه کرده است و دوره‌های ضمن خدمتی را که در این زمینه برگزار کرده است و یا منبعی را که در این زمینه در دانشگاه فرهنگیان بهره می‌گیرد اعلام نماید، دستان وزارت خالی است.

3ـ آموزش مهارت همزیستی دوجنس: وزارت آموزش‌وپرورش از اوایل دهه‌ی چهل شمسی با تفکیک مدارس دخترانه و پسرانه، فرصت تعامل بین دو جنس را از مدرسه حذف کرده است و هیچ رویه‌ی جایگزینی برای تعامل بین دو جنس در فعالیت‌ فوق برنامه‌ای پیش‌بینی نکرده است تا راه با هم بودن و آماده شدن در جامعه‌ای که قرار است با هم زندگی کنند، تمرین نمایند.تفکیک مدارس دخترانه و پسرانه به شکلی که در مدارس کنونی ایران وجود دارد که دو جنس حتی از برنامه‌های فوق برنامه‌ای و اردویی مشترک حتی با همکاری و مشارکت خانواده، محروم می‌باشند، محرومیتی است که ریشه‌ی پاره‌ای از مشکلات اجتماعی را باید در آن جستجو کرد. به‌طور عملی مدارس و وزارت آموزش و پرورش به‌عنوان سیاست نانوشته و اعلام نشده، فرصت تعامل بین دو جنس را به فضاهای بیرون مدرسه از جمله به کوچه‌ها، پارک‌ها و مجامع عمومی همانند سینما، تفویض اختیار نمونده است.

شدت تابوبودن سئوال درباره‌ی تفکیک مدارس دخترانه و پسرانه به میزانی است که تا کنون به این نکته نیندیشیده‌ایم که به‌راستی در کدام جلسه و در چه تاریخی، شورای عالی آموزش‌وپرورش تفکیک مدارس دخترانه و پسرانه را مصوب نموده است؟ واقعیت این است که شورای عالی آموزش‌وپرورش فاقد هرگونه مصوبه‌ای درخصوص تفکیک جنسیتی مدارس می‌باشد.

4ـ شرحی از شرایط خاص و آسیب‌های خاص جنسی: لیستی از شرایط خاص جنسی وجود دارد و همچنین شرحی از آسیب‌های خاص جنسی وجود دارد که وزارت آموزش‌وپرورش فاقد توان علمی و فنی لازم برای پشتیبانی از مدارس در آن زمینه‌هاست. بهره‌کشی جنسی از هم‌مدرسه‌ای، خودارضایی، هم‌جنس‌گرایی، اختلال در هویت جنسی، تمایل مهارنشده به جنس مخالف و تن‌فروشی از جمله مواردی هستند که شرایطی خاص و آسیبی خاص جنسی را دربرمی‌گیرند، در مواجهه با این قبیل موارد، مدارس از توان فنی و مهارتی لازم در برابر چنین دانش‌آموزانی برخوردار نمی‌باشند و در اغلب مواقع برخوردی خشن و مستقیم دارند و در اوج تشدید شرایط یا مساله، هنر مدارس اخراج دانش‌آموز و ارجاع به منطقه است. واقعیت تلخ این است که فرصت آموزشی برای ارتقای دانش و مهارت کادر مدرسه در این زمینه‌ها، فراهم نمی‌شود. ریشه‌ی اصلی آن نیز فقدان توان علمی و فنی وزارت آموزش‌وپرورش در این قبیل موضوعات آموزش جنسی می‌باشد.

چهل سال عملکرد وزارت آموزش و پرورش در زمینه‌های پیرامونی آموزش جنسی شایسته‌ی استیضاح است؛ چرا که با تاثیرپذیری و مرعوب شدن از تابوبودن آموزش جنسی از همه نوع موضوعات پیرامونی آموزش جنسی امتناع نموده است؛ در حالیکه انتظار می‌رفت با سیاست فعال در بکارگیری توان ملی در این زمینه از جمله انجمن‌های غیردولتی و سازمان‌هایی همانند سازمان نظام روان‌شناسی و انجمن‌های علمی دانشگاهی، تولید دانش فنی در این زمینه‌ها را بسترسازی می‌کرد.
